New single-family projects in the City of Houston go through the Houston Permitting Center’s residential process and are reviewed against the locally adopted construction codes (see the city’s Code Amendments and ICC digital code library for Houston). For ordinance references and local rules, use the city’s Code of Ordinances portal.
We prepare full plan sets and coordinate electronic submittals, inspections, and any revision cycles required by reviewers. Our team aligns architectural, structural, MEP, and energy compliance docs before upload to streamline review.
In mapped flood hazard areas, projects require floodplain review—see Harris County’s Floodplain Management resources and the City of Houston’s floodplain submittal checklists (example: residential additions in the floodplain). We verify FIRM data, prepare elevation and cost documentation, and coordinate with floodplain management officials as needed.
Our goal is to secure permits without redesign by addressing finished-floor elevations, substantial-improvement thresholds, and stormwater criteria up front. We’ll also confirm any survey/elevation certificate requirements with reviewers.
Texas sets statewide energy requirements through the State Energy Conservation Office—see the Texas Building Energy Code (SECO) and the DOE’s Texas status page for adoption timelines. Houston publishes local amendments to the IECC as part of the Houston Construction Code.
We document compliance via prescriptive paths or software (e.g., REScheck/IC3) per Residential Plan Review requirements and coordinate any testing/verification needed. This keeps your permit path aligned with current city and state standards.
Houston does not have traditional zoning for land use—see the City’s statement on Development Regulations—but development is regulated by Chapter 42 for subdivision/platting and related standards (view Chapter 42 in Municode). Where platting or variances are required, the Planning Commission guides the process and publishes forms and notes.
We map constraints (building lines, lot size, street access) and coordinate any variance/special-exception requests with Planning before permit intake. This helps lock in lot configuration and setbacks early so plans review goes smoothly.
Applications are started through the city’s permits portal and routed to reviewers, with uploads handled via ProjectDox—see the Building Code Enforcement Permits page and the Residential Building Permit Application guide. Houston has been modernizing review cycles to accelerate single-family approvals via the Permitting Center.
